The Order of the British Empire, founded in 1917, was intended to recognise
the contributions to the war effort. The Medal of that Order, later known as
the British Empire Medal, was to honour ‘great courage, self-­sacrifice or
high example; or service showing initiative or perseverance, skill, resource
or invention’. However, as the Medal was regarded as invidious in situations
where so many had done their best, it was used instead to reward courage.
This met with greater popular support and was greeted by the press as ‘a
sort of war workers VC’. It  became an award for munition workers, firemen
and others who displayed bravery on the Home Front, for women who rendered
distinguished service in the Women’s Legion, Queen Mary’s Army Auxiliary
Corps, the WRNS, and other units, and for numerous heroic Allied secret
service agents, among others. This book tells the story of this pioneering
medal from its institution until its replacement in 1922. Also it uniquely
records nearly 3,000 individuals who were awarded the medal and, in the
majority of cases, describes the actions for which they were honoured.
