Until the outbreak of the First World War the normal distinctions available
to the Army for gallantry in action were the V.C., D.S.O., and the D.C.M. In
the late autumn of 1914 consideration was given to the provision of a
decoration for junior officers and warrant officers of the Army.
Lord Kitchener, the Secretary of State for War, suggested that it should be
called ³The Military Cross². A design was submitted to and approved, with
small modifications, by the King on 18th December 1914. The King was
strongly opposed to the Cross being struck in iron or black metal (as had
been suggested by Lord Kitchener) which would ³copy the Germans², and was of
the opinion that it should be made of silver. Accordingly the Military Cross
was instituted by a Royal Warrant of 28th December 1914.
